Title: Development of the GP4Streets Decision Support Tool

Description

GP4Streets is a UKRI-funded initiative that supports evidence-informed decision-making for greening interventions at both household and street scales through research, engagement, and tool development. We are seeking a supplier to develop a fully functional web-based decision support tool as a key project output, enabling users to design greening options, view AI-assisted visualisations, and receive clear, interpretable outputs, including multi-criteria impact assessments and practical implementation feasibility reports, with downloadable and shareable summaries.

Scope of Work                                                                                                                                                          

  • Development of a dynamic decision-making tool.

  • Hosting and maintenance for five years.

  • Six months of post-launch technical support.

  • For attachments larger than 20 MB, upload your proposal to a cloud storage service (e.g., Google Drive, Dropbox, WeTransfer) and share the download link in your email.

  • Ensure the link is publicly accessible or set to "Anyone with the link can view/download.

  • Include: Technical proposal, cost breakdown, team profiles, and references.

Please note that the maximum budget allocated for this tender is £40,000, which is inclusive of all costs, including VAT. Proposals exceeding this amount will not be considered, as the budget cannot be increased under any circumstances.

Evaluation Process

The tender process will follow a two-stage approach:

Stage 1: Initial Proposal Evaluation

Submitted proposals will be evaluated based on the following criteria:

  • Technical feasibility (40%)

  • Cost effectiveness (25%)

  • Supplier expertise (20%)

  • Project management approach (15%)

Shortlisted suppliers will be notified by 23 April 2026.

Please Note: Only successful applicants will be contacted for Stage 2.

Stage 2: Formal Meeting with Shortlisted Suppliers

Shortlisted suppliers will be invited to a formal meeting to discuss their bid in detail. During the meeting, suppliers will have the opportunity to:

  • Present their proposal

  • Clarify any technical or cost-related aspects.

  • Address questions from the GP4Streets team.

Meeting Date: Between 27 April 2026 and 13 May 2026 (exact date to be confirmed upon shortlisting).

Following the meeting, final evaluations will be conducted, and the successful supplier will be notified by 15 May 2026.
